COMMISSIONERS SPECIAL MEETING

The special meeting of the Hancock County Commissioners was brought to order by Commissioner Wombacher at 8:30 a.m. on Tuesday August 23, 2022.    Commissioner Clark, Commissioner Paradis, Interim County Administrator Cornell Knight were also present, as well as several Department Heads.  The meeting was held using a hybrid format and Department Heads and members of the public were able to attend in person or via Zoom.

Adjustments to agenda:

MOTION: Move to approve the Agenda as presented with the exception of correcting the grant number in item 3(a) from 3-23-006-058-2022 to 3-23-0006-057-2022. (Paradis/Clark 3-0, motion passed)

Public Comment: None

Meeting Minutes:

MOTION: Move to approve the August 2, 2022 Regular Meeting as presented. (Paradis/Clark 3-0, motion passed)

Airport:

MOTION: Move to approve the FAA Grant offer for the Phase 2 drainage repair 3-23-0006-057-2022 and authorize the Chair to sign the agreement. (Paradis/Clark 3-0, motion passed)

MOTION: Move to approve the request of Morris Yachts, LLC to assign its lease at 27 Ramp Rd., Trenton, ME 04605 to SHM HINCKLEY, LLC upon execution of the Purchase Agreement by SHM Hinckley, LLC, A Delaware Limited Liability Company, and to authorize the Chair to sign the Assignment document. (Paradis/Clark 3-0, motion passed)

Columbia Air – Request for fuel tank addition and lease amendment.  – Nick Burlingham of Columbia Air address the Commission.  He stated this would be an above-ground tank.  Airport Director Leroy Muise and Columbia Air are working on an agreement and will present to the Commission at a later meeting.

UT:

MOTION: Move to repeal the existing agreement for Fire Suppression and Emergency Response for T32MD, T#$MD, T#%MD, T39MD, T40MD, and the South half of T41MD with the Town of Milford as recommended by the UT Supervisor. (Paradis/Clark 3-0, motion passed)

MOTION: Move to approve the Fire Suppression, Emergency Response and Transport Service for T32MD, T34MD, T35MD, T39MD, T40MD and the South half of T41MD with the Town of Milford as recommended by the UT Supervisor. (Paradis/Clark 3-0, motion passed)

MOTION: Move to authorize the UT Supervisor to study the need for a regional animal control program and report back to the Commissioners. (Paradis/Clark 3-0, motion passed)

IT:

MOTION: Move to hire Banyon Jarvis of Greenbush for the Cyber Security / Spillman Administrator position at an annual salary of $63,000 an exempt position, and funding from the ARP funds account. (Paradis/Clark 3-0, motion passed)

Deeds:

MOTION: Move to hire Roberta Von Pankow of Dedham as FT Deeds clerk at pay grade 6C effective August 20, 2022 as requested. (Paradis/Clark 3-0, motion passed)

Jail:

MOTION: Move to hire Jennifer Felker of Old Town as full-time correction officer at step 9A with full benefits, effective August 27, 2022. (Paradis/Clark 3-0, motion passed)

MOTION: Move to work Corrections Officer Christine Newman out of classification while she is acting shift leader for her shift. (Paradis/Clark 3-0, motion passed)

Sheriff:

MOTION: Move to approve the request from Dedham School for the Sheriff to develop a School Resource Officer program and report back to the Commissioners. (Paradis/Clark 3-0,)

MOTION: Move to increase the civil process fees by $25 as allowed under Title 30-A §421 for sub sections 1,2,3,5,7,12 and 14 effective January 1, 2023. (Paradis/Clark 2-0, CC Wombacher opposed)

MOTION: Move to approve and authorize the Chair to sign the Defendants in the Rem in the amount of $1,154 pursuant to 15 M.R.S.A. §5824(3) and §5826(8) and deposit into account G1-3021-80. (Paradis/Clark 3-0, motion passed)

MOTION: Move to approve and authorize the Chair to sign the Defendants in Rem in the amount of $3,577.60 pursuant to 15 M.R.S.A. §5824(3) and §5826(6) and deposit into account G1-3013-50. (Paradis/Clark 3-0, motion passed)

MOTION: Move to approve and authorize the Chair to sign the Defendants in Rem in the amount of $1,712.00 pursuant to 15 M.R.S.A. §5824(3) and §5826(6) and deposit into account G1-3013-50.  (Paradis/Clark 3-0, motion passed)

RCC:

MOTION: Move to accept the resignation of 911 Dispatcher Brandon Eugley, effective August 26, 2022 as a regular full-time employee and move to regular part-time employee as requested. (Paradis/Clark 3-0, motion passed)
