COMMISSIONERS REGULAR MEETING

The regular meeting of the Hancock County Commissioners was brought to order by Commissioner Wombacher at 8:30 a.m. on Tuesday December 6, 2022.    Commissioner Clark, Commissioner Paradis, County Administrator Michael Crooker were also present, as well as several Department Heads.  The meeting was held using a hybrid format and Department Heads and members of the public were able to attend in person or via Zoom.

Adjustments to agenda: none

MOTION: Move to approve the agenda as presented with the exception of adding an item 12 titled: Executive session as permitted by 1 MRSA Chapter 13 §405 (6) (A) for discussion or consideration of a personnel matter. (Paradis/Clark 3-0, motion passed)

Meeting Minutes:

MOTION: Move to approve the minutes of the November 15, 2022 Special Meeting as presented. (Paradis/Clark 3-0, motion passed)

ARP:

MOTION: Move to accept and file the report from Mission Broadband as presented and dated December 6, 2022. (Paradis/Clark 3-0, motion passed)

UT

MOTION: Move to accept and file the UT Supervisor’s report dated December 6, 2022 as presented. (Paradis/Clark 3-0, motion passed)

Discuss options – Regional Animal Control Agreement, Article 10.

County Administrator Michael Crooker and UT Supervisor Millard Billings will be meeting to discuss options and details regarding this and present to Commission at the next meeting on December 20, 2022.

MOTION: Move to approve the Regional Animal Control Officer Job Description as presented and prepared by the UT Supervisor. (Paradis/Clark 3-0, motion passed)

Discussion of Automobile and laptop for Animal Control Officer – Sheriff’s Department will most likely have a K-9 vehicle available at no charge.

Airport:

MOTION: Move to accept and file the Airport Manager’s report dated November 28, 2022 as presented. (Paradis/Clark 3-0, motion passed)

MOTION: Move to approve the proposed project contract to reconstruct Caruso Drive, the short-term parking lot, and rehabilitate the Apron Area at the Hancock County Bar Harbor Airport as presented. (Paradis/Clark 3-0, motion passed)

MOTION: Move to approve and sign the Amendment #6 to the Columbia Air Services-BHB, LLC lease and operating rights to add a second 20,000-gallon Jet A tank and changes to staffing requirements as presented. (Paradis/Clark 3-0, motion passed)

MOTION: Move to approve the Lessor Estoppel Certificate and Consent between Modern Aviation Investments II, LLC and Columbia Air Services-BHB, LLC as presented and authorize the Chair to sign on behalf of Hancock County. (Paradis/Clark 3-0, motion passed)

MOTION: Move to approve the Hancock County Bar Harbor Airport 2023 operating budget in the amount of $883,608.00 as presented. (Paradis/Clark 3-0, motion passed)

EMA:

MOTION: Move to accept and file the EMA Director’s report dated November 29, 2022 as presented. (Paradis/Clark 3-0, motion passed)

RCC:

MOTION: Move to accept and file the RCC Director’s report as presented. (Paradis/Clark 3-0, motion passed)

MOTION: Move to accept the resignation of 911 Dispatcher Madysen Robichaud, effective December 2, 2022 and to remain as a part-time Dispatcher as requested. (Paradis/Clark 3-0, motion passed)

MOTION: Move to authorize the RCC Director to advertise for a full-time Dispatcher as requested. (Paradis/Clark 3-0, motion passed)

Jail:

MOTION: Move to approve the removal of Corrections Officer Shaine Gross from the County payroll. (Paradis/Clark 3-0, motion passed)

MOTION: Move to approve Corporal Jillian Bye working out of classification as shift supervisor as requested effective December 3, 2022. (Paradis/Clark 3-0, motion passed)

MOTION: Move to accept the resignation of full-time Corrections Officer Jennifer Felker, effective November 26, 2022 and wish her the best of luck. (Paradis/Clark 3-0, motion passed)

Maintenance:

MOTION: Move to accept and file the Maintenance Director’s report dated November 29, 2022 as presented. (Paradis/Clark 3-0, motion passed)

MOTION: Move to approve and sign the Capital expense transfer to cover urgent tree removal as requested. (Paradis/Clark 3-0, motion passed)

Treasurer:

MOTION: Move to approve and sign the monthly bills and warrants as presented. (Paradis/Clark 3-0, motion passed)

The Treasurer’s memo listed the following:

November GF, Airport and Jail Payroll Warrants #22-43, #22-44, #22-45, #22-46, and #22-47 in the aggregate amount of $475,569.41;

November GF, Airport and Jail Expense Warrants #22-119, #22-120, #22-121, #22-122, #22-123, #22-124, in the aggregate amount of $727,111.43;

November UT Payroll Warrants #23-18, #23-19, #23-20, and #23-21, in the aggregate amount of $1,098.04;

November UT Expense Warrants #23-9 and #23-10, in the aggregate amount of $358,993.52

Commissioners:

MOTION: Move to approve the 2023 Retiree Health Insurance rates as presented. (Paradis/Clark 3-0, motion passed)

MOTION: Move to appoint County Commissioner Wombacher to the Risk Pool Board of Directors and Michael Crooker as the proxy for 2023. (Paradis/Clark 3-0, motion passed)

MOTION: Move to appoint County Commissioner Wombacher as Representative to MCCA and Michael Crooker as the proxy for 2023. (Paradis/Clark 3-0, motion passed)

MOTION: Move to appoint County Administrator Michael Crooker as the primary point-of-contact with the Risk Pool in 2023. (Paradis/Clark 3-0, motion passed)

MOTION: Move to approve and sign the 2023 Hancock County Budget of $10,286,599 as presented with an amount of $7,392,782 to be raised through taxation, representing a 5.74% or $401,443 increase over the 2022 amount raised through taxation, and $12,785.50 under the LD 1 target. (Paradis/Clark 3-0, motion passed)

MOTION: Move to go into Executive session as permitted by 1 MRSA Chapter 13 §405 (6) (A) for discussion or consideration of a personnel matter. (Paradis/Clark 3-0, motion passed)
