COMMISSIONERS SPECIAL MEETING

The special meeting of the Hancock County Commissioners was brought to order by Commissioner Wombacher at 8:30 a.m. on Tuesday July 19, 2022.    Commissioner Clark, Commissioner Paradis, Interim County Administrator Cornell Knight were also present, as well as several Department Heads.  The meeting was held using a hybrid format and Department Heads and members of the public were able to attend in person or via Zoom.

Adjustments to agenda:

MOTION: Move to approve the Agenda as presented. (Paradis/Clark 3-0, motion passed)

Public Comment: None

Meeting Minutes:

MOTION: Move to approve the July 6, 2022 Regular Meeting as presented. (Paradis/Clark 3-0, motion passed)

ARP:

GWI Presentation – Broadband Utility Districts.  John Dougherty spoke to the Commission.  Met with the Ellsworth City Counsel. They will revisit the next Grant round in October.

Kerem Durdag addressed the Commission regarding high speed internet for rural communities.

Maintenance:

Sealander presentation (SO) steps.  Mike Sealander spoke to the Commission.  He is working on the fee proposal changes. We might have to revisit the ramp project with rising costs of materials.

MOTION: Move to approve the proposal for design services from Sealander Architects for $20,300 from account G1-3011. (Paradis/Clark 3-0, motion passed)

MMA policy compliance – Dennis Walls addressed the Commission to explain these policies and compliance.  This item will be revisited for approval at the August 2, 2022 CRM.

UT:

MOTION: Move to approve the Fire Suppression and Emergency Response for T22MD & T28MD with the Aurora Volunteer Fire Department. (Paradis/Clark 3-0, motion passed)

MOTION: Move to approve the Solid Waste Agreement for T10SD use of Transfer Station with the Town of Cherryfield for one year. (Paradis/Clark 3-0, motion passed)

Jail:

MOTION: Move to approve the Agreement for Nursing Services with Lisa Parkin as presented, control substance provider with the exception of editing the 12th bullet of item 3 to reflect the current controlled substance provider, change “the exit” to read “they exist” in the first sentence of item 15, and renumber the items. (Paradis/Wombacher 3-0, motion passed)

MOTION: Move to purchase Intercept Whole Body Security Scanning System from Tek84 for $181,500 as outlined in the quote dated July 7, 2022 to be paid from the ARPA fund. (Paradis/Clark 3-0, motion passed)

MOTION: Move to authorize the Chair to sign the County Jail Community Corrections Annual Expenditure Report for 2022. (Paradis/Clark 3-0, motion passed)

Sheriff:

MOTION: Move to authorize the Sheriff to advertise for the open deputy patrol officer’s position as requested. (Paradis/Clark 3-0, motion passed)

Treasurer:

MOTION: Move to accept and file the Treasurer’s report as presented. (Paradis/Clark 3-0, motion passed)

Commissioners:

MOTION: Move to go into Executive Session as permitted by 1 M.R.S.A. §405 (6) (A) to discuss the Cyber Security / Spillman Administrator position. (Paradis/Clark 3-0, motion passed)
