COMMISSIONERS REGULAR MEETING

The regular meeting of the Hancock County Commissioners was brought to order by Commissioner Wombacher at 8:30 a.m. on Tuesday November 1, 2022.    Commissioner Clark, Commissioner Paradis, County Administrator Michael Crooker were also present, as well as several Department Heads.  The meeting was held using a hybrid format and Department Heads and members of the public were able to attend in person or via Zoom.

Adjustments to agenda: none

MOTION: Move to approve the Agenda as presented. (Paradis/Clark 3-0, motion passed)

Meeting Minutes:

MOTION: Move to approve the minutes of the October 18, 2022 Special Meeting as presented. (Paradis/Clark 3-0, motion passed)

Employee recognition:

MOTION: Move to recognize and thank RCC Dispatcher Abraham Chevalier for his 5 years of service to Hancock County. (Paradis/Clark 3-0, motion passed)

Sheriff:

MOTION: Move to recognize and congratulate Detective Jacob Day on his promotion to Patrol Lieutenant effective October 29, 2022. (Paradis/Clark 3-0, motion passed)

MOTION: Move to accept the resignation of Chief Deputy Patrick Kane, effective November 8, 2022, congratulate him, and approve his remaining a part time Deputy. (Paradis/Clark 3-0, motion passed)

ARP:

MOTION: Move to accept and file the report from Mission Broadband as presented. (Paradis/Clark 3-0, motion passed)

MOTION: Move to accept and file the American Rescue Plan Update from Barbee Business Services as presented and dated 11/1/2022.  (Paradis/Clark 3-0, motion passed)

UT:

MOTION: Move to accept and file the UT Supervisor’s October report as presented. (Paradis/Clark 3-0, motion passed)

MOTION: Move to cancel the existing 2021 Agreement for the Storage of Salt/Sand & Snow Removal between Hancock and Penobscot Counties as presented. (Paradis/Clark 3-0, motion passed)

MOTION: Move to approve and sign the new Agreement for the Storage of Salt-Sand & Snow Removal between Hancock and Penobscot Counties as presented. (Paradis/Clark 3-0, motion passed)

MOTION: Move to approve the agreement with the City of Ellsworth for curbside pickup of trash in Fletcher’s Landing for a sum of $4,000 a year to be paid in monthly installments of $333.33. (Paradis/Clark 3-0, motion passed)

Airport:

MOTION: Move to accept and file the Airport Manager’s October report dated 10/25/2022 as presented. (Paradis/Clark 3-0, motion passed)

EMA:

MOTION: Move to accept and file the EMA Director’s October report dated 10/25/22 as presented. (Paradis/Clark 3-0, motion passed)

DEEDS:

MOTION: Move to authorize the purchase of the extract indexing software for the sum of $41,752 to be paid for with ARPA funds as recommended. (Paradis/Clark 3-0, motion passed)

MOTION: Move to authorize the balance of the Harris Acclaim Software in the sum of $53,450 to be paid for with ARPA funds. (Paradis/Clark 3-0, motion passed)

Jail:

MOTION: Move to approve Corporal Christine Newman’s promotion to Sergeant, effective November 5, 2022 as recommended and congratulate her on her promotion. (Paradis/Clark 3-0, motion passed)

MOTION: Move to accept the resignation of contracted Jail Nurse Lisa Parkin, effective October 28, 2022 and thank her for her service to Hancock County. (Paradis/Clark 3-0, motion passed)

Maintenance:

MOTION: Move to accept and file the October report from the Maintenance Director dated 10/27/22 as presented. (Paradis/Clark 3-0, motion passed)

MOTION: Move to approve and sign the Request for Transfer Between Accounts for the Transfer of funds from the County Buildings account (G1-3011-00) to the Jail Maintenance Reserve Account (R06-200) for updating the subpanel outside of Jail Receiving as recommended. (Paradis/Clark 3-0, motion passed)

MOTION: Move to approve the purchase of the fire suppression system in the Server Room and 911 server room from Morris Fire Protection in the amount of $25,725 as recommended to be paid out of ARPA funds. (Paradis/Clark 3-0, motion passed)

MOTION: Move to approve a partial unpaid leave for Dianne Arriesgado from November 10, 2022 to January 27, 2023 as requested. (Paradis/Clark 3-0, motion passed)

Discussion – Prime Generator for Bull Hill

RCC:

MOTION: Move to accept and file the October report from the RCC Director dated 10/27/22 as presented. (Paradis//Clark 3-0, motion passed)

MOTION: Move to approve adding the Dedham Fire Department to Hancock County’s I Am Responding Subscription in the amount of $2,960 to be paid from ARPA funds as requested. (Paradis/Clark 3-0, motion passed)

Treasurer:

MOTION: Move to approve the monthly bills and warrants as presented. (Paradis/Clark 3-0, motion passed)

The Treasurer’s memo listed the following:

October GF, Airport and Jail Payroll Warrants #22-39, #22-40, #22-41, #22-42 in the aggregate amount of $453,424.00;

October GF, Airport and Jail Expense Warrants #22-112, #22-113, #22-114, #22-1015, #22-116, #22-117, #22-118, in the aggregate amount of $947,667.57;

October UT Payroll Warrants #23-14, #23-15, #23-16, and #23-17, in the aggregate amount of $1,097.99;

October UT Expense Warrants #23-7 and #23-8, in the aggregate amount of $11,594.33

MOTION: Move to approve the transfer of the Opioid Settlement moneys to a new Opioid Reserve account. Paradis/Clark 3-0, motion passed)

Commissioners:

MOTION: Move to approve the 2023 holiday schedule as presented. (Paradis/Clark 2-0 Wombacher objected, motion passed)

MOTION: Move to zero out Third Party University of Maine Extension $72,000 to zero and reduce Hancock County Volunteer Firefighters Association from $44,500 to zero. (Clark/Wombacher 3-0, motion passed)

MOTION: Move that Special Children’s Friends be awarded $5,300.00.  University of Maine Corporate Extension be awarded $72,000.  Soil & Water Conservation be awarded $20,000. Next Step be awarded $9,000. Hancock County Planning Commissioner be awarded $16,500.  All will be taken from Community Benefits account. (Clark/Wombacher 3-0, motion passed)

MOTION: Move to fund Hancock County Firefighters Association in the amount of $52,000 to be taken out of the Community Benefits account. (Clark/Paradis 3-0, motion passed)

MOTION: Move to fund the H.O.M.E. Co-op in the amount of $20,000 from ARPA funds. (Clark/Paradis 3-0, motion passed)

MOTION: Move to reduce the Sheriff’s Revenue line R10-300 sale of Sheriff’s assets from $40,000 to $20,000 (Clark/Wombacher 3-0, motion passed)

MOTION: Move to reduce the Sheriff’s vehicle line 70-300 from $110.000 to zero. (Clark/Paradis 3-0, motion passed)

MOTION: Move to increase upon the recommendation of the BAC, Manager  0-100 to $70,000 (Clark/Paradis 3-0, motion passed)  

MOTION: Move to increase Deeds revenue line 102 Fees to $525,000. Paradis/Clark 3-0, motion passed)

MOTION: Move to increase the Transfer Tax Revenue line 11 to $275,000. (Clark/ Paradis 3-0, motion passed)

MOTION: Move to decrease Expenditures 09-30-500 from $60,000 to $35,000. (Clark/Paradis 3-0, motion passed)

MOTION: Move to approve the 2023 Hancock County Budget of $10,286,599 as presented with an amount of $7,392,782 to be raised through taxation representing a 5.74% or $401,433 increase over the 2022 amount raised through taxation and $2,644.32 under the LD1 target. (Paradis/Clark 3-0, motion passed)
