COMMISSIONERS REGULAR MEETING

The regular meeting of the Hancock County Commissioners was brought to order by Commissioner Wombacher at 8:30 a.m. on Tuesday October 4, 2022.    Commissioner Clark, Commissioner Paradis, County Administrator Michael Crooker were also present, as well as several Department Heads.  The meeting was held using a hybrid format and Department Heads and members of the public were able to attend in person or via Zoom.

Adjustments to / approval of agenda:

MOTION: Move to approve the Agenda as presented with the exception of adding an item 11b – Request approval to hire Madelyn Gardner of Edmunds, Maine at step 9c, effective October 1, 2022. (Paradis/Wombacher 2-0, motion passed)

Public Comment: None

Meeting Minutes:

MOTION: Move to approve the minutes of the September 20, 2022 Special Meeting as presented. (Paradis/Wombacher 2-0, motion passed)

Employee recognition:

MOTION: Move to recognize and thank Patrol Deputy Travis Frost for his 10 years of service to Hancock County. (Paradis/Wombacher 2-0, motion passed)

Sheriff:

MOTION: Move to accept and file the Sheriff’s notification, per MRSA Title 30-A Section 383, of the appointment of Lt. Corey Bagley to Chief Deputy effective October 1, 2022 and congratulate Lt. Bagley on his appointment. (Paradis/Wombacher 2-0, motion passed)

ARP:

MOTION: Move to accept and file the report from Mission Broadband as presented. (Paradis/Wombacher 2-0, motion passed)

Airport:

MOTION: Move to accept and file the Airport Manager’s report as presented in his memo dated September 23, 2022. (Paradis/Wombacher 2-0, motion passed)

EMA:

MOTION: Move to accept and file the EMA Director’s report as presented in his memo dated September 27, 2022. (Paradis/Wombacher 2-0, motion passed)

MOTION: Move to award the contract for professional services in support of the Hancock County Hazard Mitigation Plan – 2023 to Rothe Associates and to authorize the EMA Director to sign the Letter of Agreement for the Hancock County Hazard Mitigation Plan Update 2023 as presented, not to exceed the $17,513.00 specified in the agreement. (Paradis/Wombacher 2-0, motion passed)

Jail:

MOTION: Move to hire Hector A. Munoz-Chavez of Ellsworth as a part-time on call as needed corrections officer at pay level 9A with no benefits, effective October 8, 2022. (Paradis/Wombacher 2-0, motion passed)

MOTION: Move to hire Lisa E. Dwinal of Bangor as a full-time corrections officer at pay level 9C with benefits, effective October 22, 2022.

Maintenance:

MOTION: Move to accept and file the Facilities Director’s report as presented in his memo dated September 28, 2022. (Paradis/Wombacher 2-0, motion passed)

RCC:

MOTION: Move to accept and file the RCC Director’s report as presented. (Paradis/Wombacher 2-0, motion passed)

MOTION: Move to hire Madelyn Gardner of Edmunds, Maine at step 9C, effective October 8, 2022 as requested. (Paradis/Wombacher 2-0, motion passed)

Treasurer:

MOTION: Move to approve the monthly bills and warrants as presented. (Paradis/Wombacher 2-0, motion passed)

Commissioners:

MOTION: Move to adjourn (Paradis/Wombacher 2-0, motion passed)
